      Currently, DDMS components are organized into a Java package structure based on which Core Layer Set they belong in (format, resource, security, summary). Because of the large number of new components in DDMS 4.0, the security package is going to be huge.

      Need to break down packages into subpackages based on XML namespace, while keeping the Core Set distinction. For example:

      ddms.format 2 components
      ddms.resource 13 components
      ddms.security 14 components
      ddms.security.ism 5 components
      ddms.security.ntk 8 components
      ddms.summary 19 components
      ddms.summary.gml 4 components

      This will break backwards compatibility with the .ism and .gml packages, since those class names will change (Currently the GML classes are in .summary, and the ISMVocabulary/SecurityAttributes classes are in .security).
