DDMS 4.0: Updated ddms:organization element

The ddms:organization element has the following changes:

1) It can now contain 0-to-many ddms:subOrganization elements.
2) It can now contain an optional ddms:acronym attribute (xsd:string).
3) It can now be a child element in the new components, ddms:addressee, ddms:recordKeeper, or ddms:requestorInfo
4) The name of the element has been changed from ddms:Organization. This will affect output.
